So be aware of it,it is however after cases have been dropped off, its caused by the fall in river level . It is true the gangway to the cruise terminal can be very steep if the tide is low, but obviously it varies according to the stage of the tide and could, in fact, be fairly level. If the gangway is so steep that an individual has problems walking along it, surely there must be arrangements for helping those people - probably with wheelchair assistance. Contacting the cruise company may come up trumps on that, but as I said the need would depend on the tide at the time, so they should not need to make blanket arrangements for everyone who cannot manage a steep slope.
