For a tour of Tortola try these -

And of course a taxi is the primary transportation, they offer group tours and have the open-sided safari type pick ups that can accommodate large groups. A 2-hour tour for 12 ppl is $410 total + tip ( $170 for up to 5 + $20pp).

The link to the various taxis cos and the taxi rates is here -

Also, Sandman may be able to put a few vans together, I don't have his number but you may be able to get that through Val & Kareem at Myett's (www.myettent.com).

For a tour including the Baths on Virgin Gorda you'll want to ferry from the ferry dock in Road Town (short walk from the cruise dock) to VG and hire a taxi at the ferry dock there to give you a tour. We like to include the Mineshaft for lunch or you could go to the North Sound.

There is also a Tortola Highlights Tour excursion through the ship that is very popular, see the reviews on tripadvisor.com

If you're on a cruise stop for 8 - 9 hrs it would be hard to do both but I suppose you could. BVI360.com does a water taxi to Jost Van Dyke (White Bay as well.
