Yes they do. You'll need the blue placard or the HC license plate and the document fromt he DMV that registers the placard/license plate. And since these are to an individual, that individual must be present in the car. Full details are listed on the POM website http://www.miamidade.gov/portofmiami/faq.asp

We used it for the Liberty in April and are using it for the Breeze in November. See you on board.
