If it was a promotion of some type and neither you nor anyone else actually paid RC $200 so you could have $200 OBC, then it's most likely "use it or lose it". If you don't want to use it, with that said, you can go to the casino and get out cash against your sea pass minus 3%. I think I've described that clearly, if not someone will correct me.
