We would like to take her for a couple of hours during the afternoon and during dinner at night. Which cruiseline would offer this type of program. On Royal and Disney - a 2.5 year old would be in the pay for service nursery program. Which I am assuming you don't want. (If you don't mind paying - then look for any RCI ship with the nursery - not all of them have them. All Disney ships do) On NCL - they DID take 2 year olds in Splash Academy but just changed that age minimum to 3. My kids are daycare kids, so the setting was familiar to them (lots of toys, kids and noise! Lol). They had a great time, and we're always happy to go, always sad to leave. They have an area for kids who are not potty trained and a bigger area for kids who are. We booked the Allure primarily for the kids' activities since our DD will be 14 months old when we sail. NCL hasn't opened a paid nursery service - so no :( RCI has nurseries on many ships - but the ones with nurseries AND splash zones are Freedom/Liberty/Oasis/Allure of the Seas. Independence of the Seas has the splash zone but no nursery yet - BUT does have in cabin sitting. More expensive than the $8.00/hour Group nursery.
