Where would I find my obc on my cruise manager

It doesn't always appear on the cruise manager, not sure why. Sometimes it's there in the My Cruise Manager, in the "my billing" area. Other times you need to go into the "View Cruise Documents" section and select "print General Information". It may be somewhere there. If it isn't in either of those places, and you are entitled to some obc, then you should probably give them a call.
