Shorts and and a shirt are appropriate. Most wear pants and a shirt. No need to go extreme.

I've seen people wear anything and everything. I wouldn't go in a swim suit, bare chested or shoeless. ;)

Shorts and tee shirt are fine. A skirt or capris would be fine. Definitely no need to dress up.

I have never seen the afternoon tea trolley run, but I do frequent the tea in the dining room which are always well attended by men and women.
