How is the fastest way to Charing Cross from Heathrow? We will arrive at

Heathrow at about 10:00PM local time.

The fastest although not the cheapest is to get the Heathrow Express to Paddington then the Bakerloo line to Charing Cross.

Ordinarily, I would agree with you, but the OP says he is arriving at 10 pm. Add on time for border control and baggage, and that's getting quite late. I would seriously think about arranging a private transfer at that time of night - you would be into the last services (and the Express is only running very half-hour after 10pm this year because of the Crossrail works).

Can anyone answer regarding what a taxi ride would cost?

A black cab off the rank at Heathrow would be about £70. Best to arrange a private hire transfer, which would be about half that. You can find several recommendations on previous Heathrow threads on this board.
