3pm Departure - Earliest Luggage Drop-off?

For a 3pm departure out of NYC, what is the earliest time that I can arrive at the pier and drop bags off with the porters? I'm thinking about dropping off my bags first and then going next door to tour the Intrepid. Just trying to figure out whether it's logistically reasonable.

We haven't sailed out of NYC, however all the other ports had porters ready to accept baggage by 10:30. They might accept it even earlier, but the area will probably be pretty crowded still with the previous cruisers who have exited the ship.

I have checked bags in NYC as early as 9:00 am.
