If I have an X GTY and have been assigned a D1 and the D1's go lower that than the X GTY rate, can you still get the discounted rate as long as it is before final payment?

Yes, you can upgrade or downgrade categories without penalty before final payment date. Moving from an X to a D1 would be an upgrade.

When before final payment, US guests may change to a less expensive cabin category to get a lower price. So, yes, if a D1 price drop occurs, you may re-do your reservation to get the D1 price. Or for that matter, if the price of an E1 or a G or an L appeals to you, you can swap to a cabin in that category for that new price. the rules may be different for some other nationalities.
