Some do, some feel it's all part of the cover charge. I realize I already paid for the free food in the dining room, but I enjoy the specialty places and it is a vacation. But it's a treat to go to one of the specialty restaurants. If I have a lot of formal nights on a cruise, I like to go to the Crown Grill or Sterling Steakhouse on one of them.
