I'm so confused!

I don't know what I'm doing wrong but I'm on the website trying to plug in for the Feb.8 Dream 7 day cruise with the special they have going on now ( previous cruiser holiday sale). When I say I want three rooms, it'll give me the Florida resident rate on the first room where I can't pick my cabin but on the second and third room, it'll offer that special. I have previous guest numbers for each room that I'm plugging in as well... What am I doing wrong?

I would just call Carnival and book it over the phone.

Its possible its is capacity controlled and has no 3/4 pax cabins for that holiday rate.
