We've done Coco Cay on Freedom with over 3000 passengers and it was no big deal at all. The tenders hold a large number of guests and they run continuously. When one is full and they pull away, another pulls along side the ship to load up. Its pretty organized and as long as the sea cooperates and you can actually get to Coco Cay, you will love it there. She's too small to cause chaos. we waited maybe 20 minutes after they announced( On EN, which is larger) and we walked right on a tender and sat there until she was full. maybe another 10 or 15.
