NCL Sun Whittier embark

2 weeks ago I was in Whittier while the NCL Sun was in. It was raining and passengers were standing out in the rain trying to fill out their tags for their luggage.

 

Why don't people put their tags on their bags before they get to the port? A lot of bags were getting wet & so were the passengers.

Poor planning

lost tags

no printer or out of ink

 

I'm sure there are various other reasons.
