Alaska Cruise - duty free shopping?

Another question on the Alaska cruise on the Pearl next summer - all the ports are US with the exception of Victoria BC. Does stopping in one non-US port allow for duty free shopping and booze purchases? If there is duty free shopping, is the shop open throughout the whole cruise or just at specific times?

Usually once your about 10 miles from the pier they will open the shops and casino. When cruising the glaciers the shops are open but not the Casino. Keep in mind that booze in Victoria won't be duty or tax free. More expensive then most US states.

FWIW - if you are looking for souvenirs like jackets or sweatshirts, Ketchikan had some really decent prices right at the stores by the dock.
