It's a misnomer. A mini-suite is not a suite but a larger cabin with a separate area with a couch and 2nd TV. On other lines, it would be called a "Deluxe or Superior Balcony" cabin. Actually, it's called a Deluxe cabin on the Royal. No perks other than a glass of (bad) sparkling champagne at sailaway.

No. Only handicapped, wedding guests, BVEs, full suites, Platinums and Elites board earlier than the masses.
