Gambling on Alaska cruises

Normally, international cruises open their casinos once the ship passes from the U.S. into international waters (beyond the 12 mile limit). Let's say a ship leaves Juneau for Skagway, it never goes over 12 miles from U.S. Territory. Can the casinos open up while in transit?

Funniest thing I ever saw on a cruise ship falls into this category. We sail dup to the Hubbard Glacier on our ship. We were a few hundred feet off the fce of it. One of the most impressive sights I have ever seen. Miles wide, very high and making all kinds of sounds. Perfectly clear day which is rare up there. The Captain mentioned the noises it was making was from moving forward. Amazing. Then the front of the glacier fell into the water and there are ice worms in that ice. Birds swopped down and were feeding on them. Then the Captain announced they were turning the ship so you could see it from the other side where our room was. I wanted to get picture of it from our room just for memory purposes. I ran from the top deck down toward our room and went thru the casino. I looked around and saw people playing slot machines. I wondered why they were on the cruise.
