Port Taxes and Fees Refund

Just a general question (not looking to get into a "buy insurance" debate). If a cruise is cancelled the day of sailing, will Carnival refund port taxes and fees regardless if there is no insurance? I know the cruise fare is history, just curious how they handle those fees.

What could happen if you have a cabin booked for 2 and one is just a no show.

 

Would the port fees & taxes be refunded.

 

They refund the government fees and taxes and any pre-paid gratuities, but not the port charges. If one person is a no-show they will refund that person's gov't fees and taxes.
