Can You Pay Difference Between Premium & Ultimate Pkg If You Get Premium For Free

I see some cruises are now offering Premium Alcohol Pkg for free when you book. Do you think or know if you can pay the difference and upgrade to Ultimate Pkg?

I've been told by the call centre that you can but has to be done on board, not able to be done in advance. This was a month or so ago so the packages were still new, it maybe worth another call once the packages are more established.
