Cruise ships dock on the Bosphorus across from the Old city. It is possible to walk to Taksim the centre of the new city or to the old city (Mosques Grand Bazaar Topkapi). There is also a extensive tram system. Lots of restaurants and shopping everywhere.

There are 2 docks nearby one after another but a 20 mins walk through cobblestone streets if your taxi takes you to the wrong one! The correct one is along the main street where you'll see the street cars, and then off that main street behind the gates. If your taxi takes you through some narrow lanes, no street car in sight, and you end up in front of what appears to be a police station, or some official station in a narrow road you've arrived at the wrong port. DO NOT GET OUT. Tell him you want the other port!
