What is the minimum age to book?

My brother is graduating college in May and him and his roommates are 21 and are looking into a vacation. Does anyone know what the minimum age required is to book a stateroom on Carnival?

Guests are required to be 21 years of age (on embarkation day) to travel on their own.

21 to book. As long as everyone is 21 or over, it's all good. If someone is under 21, they will have to have someone 25 or older to book with them.
