On your first question, Yes. On the second question, it depends.

In San Diego -- not too far from the ship there is a Ralphs -- sells everything including wine and alcohol -- not duty free.

On the ship there is a Duty Free shop.

I think you will be pleased with the duty free prices on the Westerrdam. However, shop EARLY - don't wait. You go pick it up at the shop last day of cruise. eg 2 Grey Goose 1 Litre for Approx. $32.00. Enjoy the Westerdam.:)
