Can you exchange US dollars for Euros on the ship? If so, what can of rate do they charge?

Yes, you can change money into Euros on board. HAL uses the Bank of America rate. (But as I recall HAL only updates their rates on Friday).

After spending some time at the Basilica we drove back down to Marseille's old port area. It's a really nice place with lots of shops, bars and restaurants to explore. We had some free time and could elect to get the tour bus back to the shoip or we could use the HAL transfer bus if we wanted to stay longer and explore further.

The final formal night of the trip took place on this day. We had open dining and tended to go at around 6pm and never had a problem getting a table for 2. We enjoyed the spectacle and napkin twirling of the staff parading through the restaurant and were pleased to get the chance to see our room steward and say hello. We had several photos taken on each of the formal nights and the staff were great. No pressure to buy and they were all great fun. Most people made an effort to dress up on formal nights, we did see a couple of gents being offered the chance to borrow a jacket but this only seemed to apply if they weren't wearing a tie.
