There should be "safari vehicles" there. Especially if you are headed to the Baths or Devil's Bay. The safaris will take you to a drop off point up top and you hike down from there on a trail.

 

We've taken several land-based vacations on VG and safari taxis were easy to arrange. I have to believe that the dock will have plenty when a cruise ship is arriving.
