Depends on which cruise line and what type of OBC. Can you provide more detail?

Yes, indirectly. You will need to go to cashier and get cash on you sail card. Your OBC may then offset that. But.. there is a 3% surcharge to do that. We were given OBC as gift and found that out. Now, if you play enough CAS may cancel that 3% surcharge.
