IMHO It is like when you are on the pool deck and get some pizza, soft-serve ice cream or a hamburger. Or at the International Cafe getting a donut. Those serving you are providing a service that is not generating a tip. But, like room service personnel, they are included in the "auto-tip" gratuity pool.
