Yes, and yes. Don't recall Royal's charge for using the ATM, but it's not cheap.

I have used it to get Euro on another ship and it was $6 but got out whatever the limit. But my Ozforex card was already in Euro.

I just used the ATM on Vision the other day and I think it was $6. Quite a bargain actually compared to other options while in the Caribbean. I'm certain Oasis has the same one.

I needed cash once, I believe the ATM is between the showroom and the "On Air Club" along that wall. Right near the Starbucks. I do not recall the fee.

On the Oasis class, I believe there are three ATMs up by the On Air Lounge (two on one side, one on the other).

 

There are also a few bill changer/ATM machines in the Casino.

 

All charge a $6 fee with (I think) a $500 transaction limit. Some are BB&T machines, so if that's your bank you may get a discount on the fee.

You pay 5% on cash on your SeaPass account. For $500, that's a whopping $25. I think that the ATM fee is actually a flat $8. Even if the limit is $200 (which it may be), the ATM is charging 4% as opposed to Royal Caribbean's 5%.
