Refunds on OBC's/pre-paid tips?

If I pre pay tips or purchase OBC's or from the "Gift" area of the NCL site and later have to cancel my cruise, would the cost of either or both be refunded?

At the risk of being labeled "Capt. Obvious", if you think there is the slightest chance you may have to cancel don't purchase those in advance. Several have reported timely issues getting refunds as Cliff and Sparks pointed out.

You're not Capt. Obvious at all. Normally this is not something I would even think of doing prior to cruising, but NCL has not yet adjusted their spread between Cdn. and US currency to reflect the huge drop in the Cdn. dollar over the past few months, so it is extremely advantageous for me to purchase the OBC's now.

As one northern cruiser to another, can these prepaid OBC's be used in the casino and converted to cash in hand there? I noiced the exchange difference as well and as of today it is in our favour by about 17 cents per dollar? I was thinking about using them for my personal currency converter?

I pre-purchased OBC and the Ultimate Dining Package for our next cruise. When they offered this new promotion with the KSF, the reservation was canceled and rebooked on Saturday. But my OBC and Dining Package accidentally didn't get reattached to the reservation. This morning, Thursday, the money was in our bank account again. So if you cancel, you have your refund in approximately 4 business days.

We were able to obtain cash against our OBC in the casino. They charge a 3% fee for this.
