Yes, but they aren't for individual rental. They are used in the Personal Watercraft Eco Tour. It's a guided wave runner tour that goes for $95 for a single rider or $180 (I think) for a double - driver and passenger.

They are a high liability.

Personal watercraft account for twice as many fatalities in the U.S compared to open powerboats. Considering that many cruise renters would be first-time users without the skill or experience to handle them safely, it's probably not wise to rent them out to your passengers especially if you have deep pockets.
