Correct, it does not depend on how many guests there are in the stateroom.

OP - Call RCI Guest Services for special dispensation form. They did this for a friend of mine traveling in a 2 bedroom suite. They were faxed a form to show to security and were allowed to board with 4 bottles.

Would you recommend putting bottles in suitcase or carry on? Or does it even matter?

You can do either, but I recommend using the carry-on. Less chance of breakage, and less chance of your checked bags being delayed by security.

Out of curiosity...if I were to put my two bottles in my checked luggage and then DH carried two on, how would they track that?

They can't. Was a popular discussion in the CL on Allure one evening. One couple brought on 8 bottles! Said they each carried two and went to separate security lines and each had two in their luggage. They had different last names. Didn't think it was smart of them to discuss in the CL but there you have it.
