Non-priority passengers will board as soon as the waiting priority passengers (suites, handicapped, elite and platinum) have boarded, usually less than 15 minutes later. We are doing our Seattle exploration the day before so wont have much to do other than go to the ship. Boarding at Seattle this year normally begins about 11:30. The first passengers begin entering the building around 10:15-10:30 or so. There are still some people coming off the ship at that time but embarking passengers who have given their bags to porters or have carry-on only are allowed to go upstairs and go through security and begin checking in before the ship is at zero count. The best time to arrive at the pier to avoid the vast majority of lines, however, is to arrive about 2:00-2:30pm. Most of the time the lines are gone by then.
