If so, there are kiosks under the cruise port shops where you can meet up with tour vendors or sign up for a tour. There are no tram tours in Roatan. Both Victor Bodden and Rony's Tours offer island tours and DIY tours. Typically these are reserved in advance. but they can have drivers available to island tours at the pier. It's different if you dock at Mahogany Bay. Only ship sponsored tour guides are permitted to meet cruises inside the port complex. Likewise with taxis you see parked inside the complex. You can walk up over the hill outside the entrance and find independent vendors with signs for tours and taxis. this is where vendors like Victor and Rony meet their pre-arranged guests. I don't know if either of these have reps standing around for last minute walk-ons. There's no real organized area outside the cruise port gates.
