Not sure about that.

 

Cruise ships terminated stops in Tunisia after the first terrorist attack, and that wasn't a 'cruise-related' target either. Just the threat to tourists.

 

No cruise line would like the loss of life of passengers, and if it's shown they kept operating to an unsafe place after a terrorist attack, then they open themselves to legal action for not showing sufficient care and safety for the welfare of their paying customers.

 

I thought it was pretty convincingly presented that the attack in Tunisia (the one at the Bardo) was indeed targeted to cruise passengers. The bombers carefully planned the attack for the day when two cruise ships were in port and knew that tour buses would be rolling up to the museum. At Tunisia, at that time of year, it's not an everyday event to have cruise ships in port... It did not look like the event was random.

Yes, a deliberate act and more than one person is most likely the case, planned down to having a motor bike to leave on (he arrived by Tuk tuk). Very sad for the families off the deceased and the injured.
