carnival, Galveston, and booze taxes

Just off the freedom today. Here is the procedure if you buy booze either in a port or on the ship. You pick up your booze on the morning of getting off the ship in one of the restaraunts.

Hang around for a few hours then finally get off the ship. You go thru customs with your declaration paperwork. You are allowed 1ltr of booze per adult "duty free"

after you are done then you head out of the building where there is a table just inside the exit with people mentioning about the Texas liquor tax. Heard about $3+ per bottle. Yep same "duty free" liguor. Now what i observed is that if you get your booze that morning and put in your carry off luggage, go thru customs with your declaration slip and continue out the door past the table. No checking of bags ect. On the honor system on your "duty free" booze.

They were pretty lax at Bayport after our last cruise. Walked right by with a bottle of wine in my carry on. I have to wonder if they collect enough in taxes to make it worth having people there to collect it.

Isn't this only for Texas residents or only if you plan to stay in Texas over 2 days or something?

No, in one of the other 10 threads on this subject, someone has a link to the rules, that it applies to anyone entering the state.
