OP, RCCL and the Oasis of the Seas, usually dock at the TMM International Pier. It's the "middle" cruise ship pier on Cozumel. South of downtown. There are places around that have wifi with purchases and maybe free wifi at Puerta Maya pier shopping area which is only a 1/4 mile or less south of the International Pier. Your best bet is to ask a bartender or crew member where the best free wifi is. They will know.
