It seems that the Helicopter+dog sled tours are available in both Skagway & Juneau, which location offers a better deal in terms of scenery??

Scenery isn't the issue- both spectacular. Juneau glacier dog sledding is the most canceled of all Alaska tours, but Skagway isn't that far behind. Booking direct is the way to go for savings and confirmed reservations. Seats in very short supply and always sells out. Consider Coastal out of Juneau and TEMSCO out of Skagway.
