Thanks to all who replied and the great suggestions. Those lines of passengers waiting for the shuttle back to the ship tipped us over the line in favour of doing the Viator City Tour with Olveston House tour.

Does anyone know if Princess charge for the use of their shuttle to and from the ports in New Zealand?

Yes, if I remember correctly, it was $15 return in Dunedin and $10 return in Wellington. There was a minibus in Akaroa running people up and down the main street that was free.

Thanks to all for your suggestions. After seeing the queues of passengers waiting for the shuttle to get back to the ship, we've decided on a Viator tour which will include the Olveston House which interests us.
