Anaheim is probably at least a 45 minute drive from San Pedro with no traffic. You should not have too much traffic getting off a ship in the morning and most would be traveling the opposite direction. My guess is that a taxi would be more expensive than hiring a shuttle service, but I'm not sure what taxis charge in this area. Two car services that I have used in this area are Supershuttle or Primetime shuttle. You should be able to go online and get a price quote. Sorry, but I have not been to the San Pedro port in quite a few years, so I am not sure what other options are. Funny, we are going on an Australian/New Zealand cruise at the end of February.
