We were just offered an upgrade to a PH(for an additional charge)which we were going to accept. After asking our TA to check what cabin number it would be, we found out it had an obstructed view.

Is anyone familiar with what the obstruction might be, and how bad it is?

Get yor TA to find out from Oceania the exact nature of the obstruction . It is often a railing or machinery, a lifeboat bow etc. In any case they are priced lower than same cabin class with an un obstructed view . PH are good space anyway, and you do not spend much day time in your cabin anyway that you are not resting .
