Not sure what a rollator is, but, yes, you should be able to access the lawn. For sure with a cane.

You could certainly get to the lawn with that. Whether or not it would roll on grass is open to question. Perhaps experiment on grass at home.

Deck 16 on the Solstice Ships is the only sizable bit of the ship I think that isn't accessible for people with mobility issues, there doesn't appear to be lift access - this is a small sunbathing deck, so you're missing little.
