The difference is, that the link is from cruisecritic.co.UK. Europe is not so anal about this stuff, especially in the eurozone. Many people report taking food off in Europe, and Europeans report it is not a problem. I have seen passengers from Europe making sandwiches at breakfast on QM2 in the Caribbean to take ashore. But really. You've spent how much money on a cruise and you want to pack a pre-made sandwich in case you get hungry on an excursion?
