Can the balcony dividers on Navigator be opened?

 

They physically can be opened, but they are the swinging type that have to be attached to the balcony railing, so you lose some of the view from one of the balconies. (Other ships have dividers that slide into itself like shower doors).

 

Generally, on Navigator (and Mariner), requests to have these dividers opened are often denied "for safety reasons". The decision is made by upper management of the ship, so greasing the palms of the steward is not likely to help.
