You didn't tell us where your telephone is from, but you should know that many Western mobile telephones will not work in Japan. They have different frequencies.

A US iPhone - will have the necessary frequency but we are wishing to connect through a portable wifi while on the ship and wonder if the ship sails close enough to land that the cell signal reaches the ship and we avoid cellular at sea rates.
