We are sailing the Summit (9/18/16) and I would like to visit the Tear Drop Memorial before departure. Should I drop off my luggage and go visit the memorial before boarding? Or could I board drop off my carry on and then go ashore and visit the memorial?

It's your choice. It's right there, so no down side to taking your carry ons if you can carry them. It's a very open area that usually has few people, so you could just "park" the carryons while you walk around. They would always be in view and chances are that no one would bother them.

I sailed many years from Cape Liberty before I actually made time to visit the memorial. I always said I would get back off the ship and visit it, but always got caught up with the ship and never got off again.

If you drive, you can go first to the memorial (tell the guy directing cars what you want to do), look around, and then get back in the line (essentially cut the line way towards the front) to drop off before parking.
