How's the shops at the Port? Or do we need to go downtown?

Re: the shops, it depends which dock. Havensight has lots of stores, bars and restaurants. Crown Bay has fewer.

 

If you just want a tour and shopping, that is easily arranged from the dock.

I think for the amount of time you get on a vehicle, depending on the offering, purchasing a tour can make sense. The key is that there has to be enough sightseeing time built into the pricing that the shopping almost feels free because you are not really doing to be in the vehicle while shopping. If you have a small group or family, here's one shopping and sightseeing tour I found that might make sense for you.
