Reliable water taxi to Caye Caulker

Yes, water taxis can be a bit on "island time" but do run. So you'll need to be open ended on your return and attempt to catch as earliest one back as you can (1:30P Belize, perhaps).

While a tour via Coral breeze is an option, if all you are doing is going to CC walking around, maybe getting a bit of lunch and coming back, the water taxi is certainly the more inexpensive way to go. Coral breeze type excursions are generally for snorkeling and beach time which includes a stop at CC for lunch or at the beginning. They do have "observer" fares for people not snorkeling and some do get off at CC and catch the excursion on its return. But you need to be sure it's stopping at CC before and after snorkeling and not just for a short lunch stop.
