There are dozens of threads here on car rental options. In all ports there is some sort of option, frequently involving shuttles to airport sites for car pickup.

 

There is also the very comment recommendation to use a site called Discount Hawaii Car Rental for the best car deals on the islands.

We usually find the best deal through Costco. Although we have tried to book with a local rental company for the past two years, Costco usually has better rates. Try an online search using different pickup times, changing times and searching again. Costco represents most, if not all, of the major national car rental companies.

Local taxes and fees are about 25% of your total rental cost, excluding insurance.
