Define "best".

 

The prices are the lowest on the day they release the itineraries. Better room selection on that day, also.

 

But, there will be lots of people trying to book that day, so waits online or on the phone could be long.

As I said (on your other thread http://boards.cruisecritic.com/showthread.php?t=2464478), there's no way of knowing when DCL will release the winter itineraries. Best guess is this summer.

 

DCL is notorious for not having a specific schedule for release dates.
