Is this offered in the Pinnacle during certain nights or is there a permanent restaurant?

If it is the latter where is it located on the deck plan?

Does the 50% reduction apply for 4 stars?

I can only answer #1. It is a permanent restaurant on the Koningsdam.

It is on Plaza deck (2) next to the Atrium, across from the Ocean Bar, and Mariner discounts apply.

We thoroughly enjoyed our evening in Sel de Mer last December. Funny spellcheck wants to say self-defense! Lamb chops were to die for!

50% applies. We had the lobster tail and it was fantastic, especially for the reduced price.
