I am organizing a slot pull for my upcoming cruise. Do I need to tell the Casino manager??

Not necessarily, but you could let him/her know and they will possibly give you some freebies as prizes. We got some carnival giveaways and we gave them to the player that got the highest return on the slots.

Do I need to notify them prior to the pull beginning. We have about 26 playing. I read somewhere else that they "tighten" the slots if you tell them in advance, but I don't want to break any rules either.

No, they don't tighten them... they are the same. But the casino manager will usually throw in some goodies...

You should find the casino host on the first day of your cruise and let her know your plans. I did this for our slot pull (35 people) and the host donated a couple of robes, caps, and towels that we gave away in a raffle drawing at the end of the pull...
